Elections to the Committee — 2014—2015

To members of the CERN-ESO Pensioners’ Association (GAC-EPA)

SUBJECT: Call for candidates for the partial renewal of the GAC-EPA Committee and for the election of auditors for the years 2014 and 2015.

Dear Members,

Candidates for election as members of GAC-EPA Committee

In accordance with our Rules [edition of October 2011], in December 2013 we have to carry out the partial renewal of the Committee. This year we need to replace 13 Committee members, including the representative of the ESO members, whose terms of office expire on 31 December 2013. The mandate of the 8 remaining members expires on 31 December 2014.

Thus in the final quarter of 2013 we need to elect 13 Committee members in order for the Committee to reach the optimum number of 21. Then in December 2013 the Committee will proceed to nominate four of its newly elected members (from CERN) as delegates to the CERN Staff Council.

The Committee meets on average ten times a year, usually on the first Friday of each month from September to June. These meetings and the various mandates given to elected members in December at the first meeting of the new Committee, imply availability, the necessity to live in the Geneva area and the need to have an email address and access to the internet.

In accordance with our Rules of October 2011, our delegates to the CERN Staff Council are nominated by our Committee from among its members. They are mandated to represent you on the Staff Council and, in this capacity to represent us on the Health Insurance Scheme, the Pension Fund, and the Working Group on pension guarantees, as well as on various Staff Association committees.

For the election of members of the Committee to be effective, there should be a minimum of 13 candidates. It is possible that some of the outgoing members who have already served several terms of office may not stand again. Thus we are counting on the dedication and skills of new candidates both to avoid having an insufficient number of applications and to ensure that the CERN-ESO Pensioners’ Association continues to have an active Committee. Besides it is very desirable that we have some candidates who have recent experience of working life at CERN and ESO and the current management.

Thus we send you an application form to stand for election as a member of the Committee (pdf version for printing).

Candidates for election as auditors

The two year mandate for our auditors also expires soon. According to our Rules the 2014 and 2015 accounts drawn up by the GAC-EPA Treasurer must be checked by the auditors during the first quarters of 2015 and 2016, prior to being presented for approval to the General Assembly in March of the same years. While not as onerous as being a Committee member, the task of auditors is nonetheless indispensable. It involves two persons spending half a day to check the accounts, and then presenting their conclusions to the General Assembly.

It may be that the present auditors do not stand again or are temporarily unavailable. We trust that in view of the statutory importance of ensuring the proper operation of our Association there will be several candidates for these posts.

Thus we send you an application form to stand for election as auditor (pdf version for printing)

It is possible to stand as candidate for both functions.  In this case, if elected for both, it is Committee Membership which prevails.

Completed application forms should be sent to our address above as soon as possible, and in any event before 30 September 2013.  The only condition to be a candidate is that you should be a GAC-EPA member and have paid your subscription.

In the hope that you will be many to send applications please accept our sincerest regards,

GAC-EPA President,
Gerrit Jan Bossen
