Elections to the Committee

2015—2016

 

To members of the CERN-ESO Pensioners’ Association (GAC-EPA)

SUBJECT: Call for candidates for the partial renewal of the GAC-EPA Committee and for the election of an auditor for the years 2015 and 2016.

 

Dear Members,

Candidates for election as members of the GAC-EPA Committee

In accordance with our Rules [edition of October 2011], in December 2014 we have to carry out the partial renewal of the Committee. This year we need to elect 9 Committee members : 8 members whose terms of office expire on December 31, 2014 and one vacancy, since we had last year not enough candidates. The mandate of the 12 remaining members expires on December 31, 2015. The fact that the ESO representative’s mandate only ends on December 31st 2015 does not prevent ESO members from applying should they wish to.

Thus in the final quarter of 2014 we need to elect 9 Committee members in order for the Committee to reach the optimum number of 21. Then in December 2014 the Committee will proceed to nominate three of its newly elected members (from CERN) as delegates to the CERN Staff Council.

The Committee meets on average ten times a year, usually on the first Friday of each month from September to June. These meetings and the various mandates given to elected members in December at the first meeting of the new Committee, imply availability, the necessity to live in the Geneva area and the need to have an email address and access to the internet.

In accordance with our Rules of October 2011, our delegates to the CERN Staff Council are nominated by our Committee from among its members. They are mandated to represent you on the Staff Council and, in this capacity to represent us on the Health Insurance Scheme, the Pension Fund, and the Working Group on pension guarantees, as well as on various Staff Association committees.

For the election of members of the Committee to be effective, there should be a minimum of 9 candidates. It is possible that some of the outgoing members who have already served several terms of office may not stand again. Thus we are counting on the dedication and skills of new candidates both to avoid having an insufficient number of applications and to ensure that the CERN-ESO Pensioners’ Association continues to have an active Committee. Besides it is very desirable that we have some candidates who have recent experience of working life at CERN and ESO and the current management.

Candidates for election as auditors

In accordance with our Rules, GAC-EPA accounts are cheked each year by two auditors before the General Assembly. In 2013, only one candidate applied as auditor ; he has tacitly been elected for the years 2014 and 2015. We are able, this year, to elect a second auditor for the years 2015 and 2016. According to our Rules the 2015 and 2016 accounts drawn up by the GAC-EPA Treasurer must be checked by the auditors during the first quarters of 2016 and 2017, prior to being presented for approval to the General Assembly in March of the same years. While not as onerous as being a Committee member, the task of auditors is nonetheless indispensable. It involves two persons spending half a day to check the accounts, and then presenting their conclusions to the General Assembly.

It is possible to stand as candidate for both functions.  In this case, if elected for both, it is Committee Membership which prevails.

Completed application forms should be sent to our address above as soon as possible, and in any event before 19 September 2014.  The only condition to be a candidate is that you are a GAC-EPA member and have paid your subscription.
