Dear Madam, Dear Sir, Dear Members of GAC-EPA,
In conformity with article 19 of our current statutes, on 20 August 2018 we sent out an appeal for candidates for the election of 9 members of the Committee and one auditor. We received 10 candidacies for Committee membership and one candidacy for auditor.
In the meantime, a member of the Committee whose mandate ends on 31 December 2019 announced that he wished to leave the Committee as of 31 December 2018. Hence we must fill 10 Committee posts and 1 post for an auditor.
Both for the Committee and for the college of auditors, the number of candidacies equals the number of vacant posts.
Five years ago we had a similar occurrence and the Committee decided to opt for a tacit election of the candidates whose candidacy is valid according to articles 5 and 19 of our current statutes, instead of carrying on with the normal voting procedure with voting papers sent out etc. This pragmatic decision dictated by common sense and a desire for efficiency did not meet with any objection.
Even though our statutes do not explicitly say so, the present situation has led the Committee, at its meeting on 5 October 2018, to opt once more for a tacit election. Were some of you to object this time to this decision of the Committee, I invite you to inform us of your objections in writing to the address above within 15 days of reception of this letter. After this deadline the following persons will be declared elected by this tacit electoral procedure:

I am convinced that by proceeding with a tacit election we are saving time, energy, and money for our Association and its Committee, and in particular for those organizing the elections and for you our members, without violating the spirit of our statutes and without corrupting the democratic process constituting the organs of our Association.
This year, the traditional end-of-year drink will be held on Tuesday, 20 November 2018 at 4.30 p.m. at CERN’s restaurant no. 1; you will find attached the invitation. Please note that the drink will not be preceded by an information meeting, the state of affairs does not require a session. You will find the latest news in our next Bulletin to be distributed in early December.
